Somalia’s Immigration agency unveils landmark reforms..

Major gains in passport modernization, border security, and digital transformation mark a new chapter for migration governance.

Somalia’s Immigration and Citizenship Agency (ICA) has announced sweeping reforms and milestones in its mid-year performance report, signalling a transformative leap in how the country manages migration, border control, and public services.

In a press release this week, the ICA detailed major progress in institutional reform, human resource development, passport modernization, digital integration, and border security—all achieved during the first five months of 2025.

“This work represents the beginning of a long-term transformation,” said Mustafa Sheikh Ali Duhulow, Director General of the ICA.

He added: “We are building an institution that protects the dignity of Somali citizens, strengthens the rule of law, and supports the country’s engagement with the world.”

*Strategic reform and institutional resilience*

The ICA conducted a comprehensive review of its systems and governance frameworks, culminating in the launch of a Five-Year Strategic Plan (2025–2029). As part of its structural overhaul, the agency established a Performance and Accountability Office to monitor progress and ensure transparency, and began developing the ICA Training Academy for staff development.

Empowering staff and reinforcing civil service links

Human resource reforms included the formal registration of ICA employees under the Civil Service Commission and the official recognition and compensation of 156 long-serving volunteers.

New internal committees were also introduced to handle promotions, disciplinary actions, and staff incentives. To drive technical growth, 20 trainers were certified to lead specialized programs under a wider professionalization initiative.
