Somali Parliament Convenes Joint Session to Discuss Constitutional Amendments.

MOGADISHU — The leadership of both houses of the Somali Federal Parliament has officially released the agenda for tomorrow’s session, scheduled for Wednesday, January 28, 2026. 

The announcement comes at a sensitive time, as internal disagreements persist between the Standing Committees and the Independent Constitutional Review and Implementation Commission.

Key Developments: Extension and Political Dialogue

The current parliamentary session was originally slated to conclude tomorrow. However, sources indicate that a one-month extension is expected to be granted following a formal request from President Hassan Sheikh Mohamud.

Parallel to the legislative track, a delegation from the Somali Future Council has arrived in the capital.

 

They are scheduled to meet tomorrow with a ministerial committee tasked with facilitating broader national political consultations.

In a message dispatched to all lawmakers, the parliamentary leadership outlined the following primary objectives for the joint session at Villa Hargeisa:

  • Constitutional Review: Presentation of the report by the Independent Constitutional Review Commission regarding proposed amendments to Chapters 5 through 9 of the Provisional Constitution.
  • Document Distribution: Formal distribution of the numbered constitutional amendment drafts (Chapters 5-9) to members of both houses for deliberation.

The session is scheduled to begin promptly at 10:00 AM. Lawmakers have been urged to observe strict punctuality as the nation nears a critical juncture in its constitutional review process.

The requested one-month extension by President Hassan Sheikh Mohamud suggests that the government is pushing for a “fast-track” consensus. Without this extra month, the current session would end without legalizing these amendments, potentially stalling the 2026 political roadmap
